New Delhi: The National Medical Commission (NMC) has asked all existing medical colleges and institutes holding a valid Letter of Permission (LoP) for MBBS programmes to submit their Annual Disclosure Report on the NMC portal, a mandatory step for the renewal of undergraduate medical seats for the academic year 2026-27.
The directive comes under Regulation 4 of the Maintenance of Standards of Medical Education Regulations, 2023 (MSMER 2023). The NMC has set May 30, 2026 as the firm deadline for completing the submission, along with the payment of the applicable fee. The Commission has made it unequivocally clear that no extensions will be entertained under any circumstances.
The Under Graduate Medical Education Board (UGMEB) of NMC issued a public notice on May 13, stating that the Annual Disclosure Report must be filed through the NMC portal and that the submission is a prerequisite for processing seat renewal applications.
Colleges that have not yet registered their Aadhaar-Enabled Biometric Attendance System (AEBAS) with the NMC will be unable to access the portal. Login credentials – usernames and passwords – have already been dispatched to the respective nodal officers of each medical college.
The UGMEB has also made a detailed user manual available on the portal to guide institutions through the process. Colleges have been asked to carefully go through the manual before filing their applications.
Importantly, the NMC has warned that all data submitted on the portal must be accurate and consistent across all boards. Once an application is submitted, no edits will be allowed. The Commission also reserves the right to make the submitted information public if deemed appropriate.
Regarding the application fee, all medical colleges are required to pay Rs. 3,54,000 – inclusive of 18% GST – exclusively through the portal’s online payment gateway. No offline or alternative payment modes will be accepted.
In a follow-up communication, NMC Secretary Dr. Raghav Langer wrote directly to the Directors, Principals, and Deans of all affiliated medical institutions, reiterating the May 30 deadline and directing full compliance with the UGMEB’s instructions.
Medical institutions are advised to act promptly given the strict deadline and the absence of any provision for extension.
